From pilots to scale: Why transition to the circular built environment is still struggling!

Over the past decade, the circular economy has become a central theme in discussions about the future of the built environment. Numerous pilots, prototypes, and experimental initiatives have been launched across Europe and beyond. These efforts have produced valuable insights, inspiring examples, and a growing community of innovators. Yet despite this momentum, the large-scale transition to a circular built environment remains slow. Many promising ideas remain at the pilot stage, while scalable and affordable solutions are still rare. Why is this the case? This conversation invites entrepreneurs, researchers, policymakers, investors, and practitioners to reflect on the lessons of the past ten years. Together we will explore structural barriers that may be preventing circular initiatives from scaling — including economic models, regulatory frameworks, technological readiness, and systemic coordination across the construction sector. The goal of this meeting is not to criticize past efforts, but to learn from them. By understanding where progress has stalled, we can identify opportunities for more effective system innovation and collaboration.
